Why

This is one of the plays that flips on the soft-17 rule. Soft 18 against a 2 is already a winning hand, and the question is whether to put more money on it.

When the dealer hits soft 17, a 2 becomes a little weaker, and doubling edges out standing. When the dealer stands on soft 17, standing is slightly better. Either way the gap is under a dollar per $100, so the felt decides it and it's not worth agonizing over.

You can't bust on one card and the dealer is in a weak spot. When the play is to take exactly one card, putting more money out is better.
