Why

A dealer 7 feels weak because it isn't a face card, but it's the first of the strong upcards. With a 10-value card underneath, which happens about 4 times in 13, the dealer sits on 17 and stops. The dealer busts from a 7 only about a quarter of the time.

That means standing on 16 wins only when the dealer busts. Hitting gives you a real chance to finish with 17 to 21, and the numbers show it: hitting saves you about six dollars for every hundred you bet compared with standing.

Treating 7 like 2 through 6. The stand-on-stiffs rule only applies against the dealer's bust cards, 2 through 6.

Why stand on 16 against a 6 but hit against a 7?

A dealer 6 busts more than 40% of the time, so you let them take the risk. A dealer 7 busts only about 26% of the time and usually ends on 17 or more, which beats your 16.

Should I surrender 16 vs 7?

No. Surrender gives up 50%, and hitting loses less than that against a 7.
